I know I'm a little late to the discussion, but did you see The Sword 
Project for Windows?  Take a look at 
http://www.crosswire.org/sword/software/biblecs/

If you like BibleTime, you might like this software.  It uses the same 
type of modules (from the Sword Project) and has a somewhat similar 
interface.  I've tried it out and think it's pretty nice, especially 
since its free in every sense of the word. :)
